This paper presents research on the process of introducing the Imperial Rescript on Education to colonial Taiwan in the 1890s. Previous research on this topic reveals how the Imperial Rescript on Education was poorly suited to Taiwan, but the process by which the Education Bureau of the Governor-General of Taiwan actually introduced the Rescript into their educational policies has not been explained. Through the examination of official documents of the Governor-General of Taiwan, this paper examines how the Imperial Rescript on Education was introduced to Taiwan through school ceremonies, distribution of copies of the Rescript, issuance of a Chinese language translation of the Rescript, publication of the Rescript's text, and the establishment of local government regulations on ceremonies for official holidays. This paper makes two arguments. First, the educational policies of the Governor-General of Taiwan were influenced by policies promoted by the Society for National Education (Kokka Kyouiku Sha, 1890-1896). Second, the assumption that the Imperial Rescript on Education was introduced to Taiwan through formal recitations at school ceremonies is accurate; this policy was intended to obscure the superficial contradictions inherent in the Rescript, while presenting it to the Taiwanese as an unassailable reality. These methods of introducing the Imperial Rescript on Education to colonial Taiwan in the 1890s were basically repeated later by the Japanese colonial administration in Korea. It is therefore important to explore the processes by which the Education Bureau of the Governor-General of Taiwan introduced the Imperial Rescript on Education.
