The purpose of this study is to compare and analize the structures of universities and colleges in terms of historical background and problems of in both Japan and America. It is my assumption that in Japan recent economic and social conditions are generally prosperous, but the siuation universities and colleges in Japan are nearly stagnant. On the other hand, although economic and social conditions in the United States are nearly stagnant, American universities and colleges have recently entered upon a "golden age". In this paper, I sttempt to examine the above assumption by quoting and adopting the ideas and viewpoints of famous scholars and leaders of those fields in both countries (such as Edwin O. Reischauer, Ezra E. Vogel, Derek Bok, John Silber, Michio NAGAI, Ryoen MINAMOTO, Junichi NISHIZAWA and others) and by making use of statistical data and other sources. As a result, it can be said that the greatest weakness of Japanese higher education is the lack of "creativity" and "originality" in basic research at the graduate school level and in liberal arts education at the undergraduate level. In the last section, I intended to offer several proposals in order to improve Japanese higher education to become creative in both research and education. Among these proposals, two aspects seem to me especially important. One is that we, Japanese, should learn anew, from American universities and colleges, in the areas of basic research (in sciences and the humanities) and also true liberal arts education. Another is that we, Japanese should endeavor to create our own unique and creative <MODEL>. by drawing upon our traditional, inherent, culture. As for "creativity", my study in this paper is only an introduction. I will continue to deepen this theme.
