1. In the first paragraph the present writer sketches briefly the history of experimental research for the modification of motivation, focussing attention upon the instrumental avoidance learning. As the result of his examination as to the nature of reinforcer effective for such learning, the writer concludes that if an originally neutral "stimuland" (state of being stimulated), so, is following by a shock stimulation and this process is repeated, then the romoval of this stimuland, so-off, will play a role of reinforcer which strengthens the transition tendency of the organismic state from tnis-stimuland So to the evolution of such a response as has immediately preceeded the So-off. Thus he accepts Mowrer-Miller hypothesis in principle. 2. In the second paragraph the two important implications involved in Mowrer-Miller hypothesis are examined; one is their logical treatment of fear-reduction as a secondary reinforcer, and the other is that of fear as a secondary motivator. The writer asserts that it is very useful for our experimental researches in fundamental behavioristics to have at our command those principal operators (acting on behavioral process), viz, reinforcer and motivator, as far as their formation, maintenance, and destruction are concerned. Further consideration is made here to evaluate some contributions of such researches in secondary motivator toward our scientific control over social motives....
