This study try to divide into several types Japanese Imperial cities and Palaces in the seventh and eighth century from two viewpoints of scale and structure. Moreover I investigate about formation of Japanese Ritsuryo state by analysis of those types. As a result of study, Imperial cities and Palaces in the seventh and eighth century were divided into two types of Un-Jobo system imperial city and Jobo system imperial city. Moreover the former is divided into three types, Palaces formed by Dairi as a residence of Emperor and elementary Chodo, Palaces formed by Dairi, Chodo and Kanga as a government office. The latter is divided into two types of Shurai type and Hokketsu type. And Jobo system imperial cities were constructed by organization of Ritsuryo state.
