Industrialized society of the Twentieth Century left a negative legacy of environmental problems. Intelligent society of the Twenty-First Century is faced with a trilemma of society, economy, and environment. Because the tasks are so complex and technical skills so incomplete, the accuracy of global environment forecast remains low, which hinders appropriate policy-making. Aiming at solving the trilemma and improving the accuracy of global environment forecast, the concept of Strategic Environment Management System (SEMS), which combines EIA and EMS, is established. The hypothesis is that "the Global Environmental Management Model and the Cultural & Language Preservation Model based on the concept of Strategic Environmental Management System will provide a method to solve environmental problems." This hypothesis was the subject of this study.
