In the revision of the official course guidelines, "improvising and composing by free inspiration" have been newly prescribed for music education. This suggests a new type of music education giving importance to students' autonomy, replacing the former music education which aimed at having students sing harmoniously, learn to play musical instruments, and appreciate music keenly. In this paper, tentative guidelines have been suggested for improvising and composing. Part 1 considers the use of figure notation in developing the ability to improvise and compose. Targets for achievement and criteria for evaluating improvising and composing are made, and the results of such practice are clarified. In particular, for these targets and criteria, "the spiral of musical development", proposed by the English music educator Keith Swanwick, has been adaped. The spiral produces a good effect for this introduction in improvising and composing, for the targets for achievement, and for the criteria for evaluation. In addition, it provides a desirable framework for the future study of improvising and composing.
