In 1982 the International Whaling Commission (IWC) adopted a moratorium on commercial whaling, which came into effect in 1986. At the moment, most European countries and the United States of America emphasize the environmental protection of whales, while Japan has halted commercial whaling but requests the resumption of commercial whaling. The different points of view seem to come from the cultural differences of these countries. So, this paper will discuss a comparative study of whaling cultures between Japan and the USA. Firstly, this paper will study the whaling histories in both the USA and Japan. Secondly, we examine these whaling cultures through the literary works relevant to whaling, some historical remains related to whaling, and many library exhibits. Finally, the paper will discuss the possibility of an integrated multicultural decision and propose how we would be able to acquire global consistency in commercial whaling.
