The aim of this paper is to examine the Daikichirou TAGAWA's concept and practice of civic education as a pioneer of urban social education. Little attention has been given to civic education, while much effort has been made on farmers' enlightenment in the historical studies on social education. Daikichirou TAGAWA (1869-1947) was active in politics, Christian education and social work and so on. He had particularly thorough knowledge of city administration and took office as a deputy mayor in the Tokyo city government from 1908 to 1914. He also threw his energies into popular lecture meetings as a vice-chairman of the Education Association in the city of Tokyo from 1911 to 1917. TAGAWA united his concept of civic education with the urban improvement to revamp the chaotic Tokyo. Consequently, he was one of the well-balanced pioneers of urban social education in modern Japan.
