The spy ship Pueblo was captured by North Korea near Wanson on January 23, 1968. One sailor was killed and 83 crew were prisoners for almost one year. This incident was a shock for the military command of the U.S.A., which had prepared for total nuclear war against the Soviet Union. They had no time to recapture the Pueblo nor were they prepared for a non-nuclear crisis on the Korean Peninsula. The Johnson administration put a brake on South Korea which was eager to retaliate against North Korea because of an attack on the Presidential residence by a North Korean guerilla force. Washington had difficulty negotiating with Kim I1 Sung over the crisis. North Korea insisted that the Pueblo had invaded her territorial waters. In the end, a Military Armistice Commission was chosen and 28 meetings were held, leading to the release of the crew but not to the return of the Pueblo. This article analyzes the hidden relationship between American intelligence activity around Japan and military activity in Japan. The Pueblo departed from Yokosuka and her SOS message was sent to Kamiseya and relayed to Hawaii and Washington via Misawa, Two F-4s were on alert at Kunsan base in South Korea but it took several hours to change from nuclear bombs to conventional ones. Finally twelve F-105s took off from Kadena to support the Pueblo, but they did not reach the area before the Pueblo was taken to North Korean territorial water. Special attention was paid to the U.S.A.'s policy in this incident, which ranged from negotiation with North Korea to limited military attack against it. Foreign Relations of the United States, 1964-1968, Volume XIX, and Volume XXIX, Korea, were used to check the credibility.
