This paper investigates the development of the chemical industry in Russia during the first decade of communist rule. The chemical industry had played an important role in Russia's military effort during World War I, but in the postwar years there was a debate over its future direction. While some saw the need to develop only certain sectors of the chemical industry and rely extensively on imports, others believed that a wide-ranging domestic chemical industry should be established. Up to about 1925, Soviet economic officials did not view the chemical industry as an important economic sector and did not provide it with much investment capital. However, after the 'War Scare of 1927, ' Soviet leaders concluded that the chemical industry was vital to defense needs and elevated it to the ranks of the most important industrial branches.
