A simple model of collective modes in a nucleus "rotating" about the symmetry axis is derived on the basis of the cranked harmonic oscillator model. The two-body effective interaction is determined self-consistently by using the Landau theory of Fermi liquids. The RPA dispersion equation can be solved exactly. Obtained RPA modes are as follows. i) Collective modes corresponding to the usual giant quadrupole modes in a axially symmetric deformed nucleus. Each degenerate ± K component splits. (K=1, 2) ii) The collective rotational mode. From a classical point of view, this mode corresponds to the motion of a symmetric top moving freely. iii) The spurious mode, which can be normalized. iv) The non-collective mode in the neighborhood of the yrast line.
