A low productivity in our healthcare and socialcare industry is caused by the lack of human resource management, which is to focus on role descriptions for and accountabilities by the respective workers employed. The intent of this paper is to describe about comprehensive abilities of human resources in particular ones, to be expected in healthcare and socialcare industry, considering social and economic environments including organizational restructuring and information technological innovation advancement. The image of the abilities desired of human resources in the 21 century is changing drastically from the required one in the 20 century. That is, the desired abilities are shifting from accumulated potentials to the practical ones for results oriented execution. Accordingly, the new system of CBHRM (Competency Based Human Resource Management) will be required henceforth for clarifying expected individual roles and for developing to arrange respective competency. The new management will integrate the functions of executing and practicing abilities, i.e. competency shown in preparing the role description and accountabilities criteria based on results accomplishment. Presenting this paper, I wish to elaborate on the differences between competency and abilities in traditional framework of thinking and to describe how to utilize them in educating and training human resources by observing the mechanism and new tasks to be assigned.
