• The aim of this paper is to confirm present conditions of Siberian regional development and seek the way to a successful regional development, focusing on Irkutsk oblast'. I visited Irkutsk State University in September 2002 and collected some materials. I would like to clarify research issues, which will be followed by exhaustive investigations in the near future. As for the special features of the Siberian region, we will have the following three points. First, its abundance of natural resources ; oil and natural gas, for example. Secondly, the disadvantage of natural and geographical conditions. Thirdly, its relatively low standard of living. These three conspicuous features are shared by Irkutsk oblast'. Historically, Siberia was a supply base of natural resources for the European part of Russia. Siberian natural resources were instrumental to the growth of the Soviet economy. But, there were also such problems as its low transportation capacity and old facilities. After the transition from USSR to Russia, while we see these problems are carried over, we can also see a new possibility. Namely, Siberia strengthens its relations with north-east Asian countries, for example, China, Korea and Japan. I examined the shortages of arrangement in infrastructure and investment for factors which have retarded the Siberian regional development. As for the shortage of investment, especially, I indicated that a high investment risk had a negative effect, while a high investment potential had a positive one. Thus, the greatest problem for the Siberian region is that profits from the export of natural resources are not reinvested in Siberia but escape from Siberia. Finally, for a successful regional development, I indicated the following four points. First, an economic and financial policy of a regional government is very important for its successful regional development. Secondly, we have to attach great importance to small-sized resource exploitation by regional enterprises. Thirdly, active utilization of tourist resource is needed. This is connected with the arrangement issue of tourist infrastructure. Fourth, we have to direct our notice to the process of adaptation of the social awareness of inhabitants to their market economy. We have to further analyze and clarify these problems.
