This paper examined the system of villagers' self-government by taking as subjects of this study rural areas in Jiangsu Province that have successfully introduced market economy in the Chinese reform era. It verified if the system, which was rapidly incorporated to rural areas in China, functioned as a new means of governing rural areas rather than that of democratization of China. Referring to the concept of "Local State Corporatism, " two policies introduced as part of the villagers' self-government system, namely opening village's administrative and financial affairs to the public as well as the reform in the direct election of the villagers' committee, can be considered as a means of governance to accommodate villagers' opinions and profits. This paper discussed the system of villagers' self-government having a feature of corporatism played an effective role of governing the rural areas of Jiangsu Province. The Chinese government, pursuing successful introduction of market economy as a prior aim, has practically governed the rural areas by dynamically subsuming the contradictory trends of Chinese political society, namely one of the authoritarian regime toward maintenance of unitary integration and the other of the Chinese rural society toward pluralization.
