Globalization and the economic recovery in Russia are based on the energy sector and the export sectors. This paper analyzes the regional integration in North-East Asia from the viewpoint of the economic policy and the Russian enterprises in globalization, and concludes that not only the government-led policy but the global strategies of the Russian big business have accelerated the North-East Asian development. At the same time, as the North-East Asian development provides opportunities for the regional development in Russia which combines the international capitals and markets, the governments (central and regional) have increased their interests in this project. The oil company, Yukos can be regarded as a leader which promotes the North-East Asian strategy. Yukos has changed itself into the multinational company and has improved its management based on the global standard. The North-East Asian project may become a core field, as the statement of CEO suggests. The Yukos affair in 2003, however, made a strong impact on the business communities and changed the atmosphere of normalization. This affair includes the following points at issue. First, the government demands the control to the export industry from above, and the bureaucratic interference in the petroleum taxation can be observed parallel with the affair. Secondly, this affair can be regarded as one of results of the managed democracy under the Putin government. Thirdly, the Yukos affair may be a moment for the government to interfere in the private companies. Then, Russian enterprises have an intention to negotiate with the state, which preserves the traditional behaviour, incompatible with the market adaptive one. Fourthly, ownership and control of Yukos describe the typical Russian enterprise structure, which includes not only complicated ownership with offshore but also the informal fields and the rent-seeking behaviour. As for the behaviour of the economic agents, this affair suggests the grabbing hand of the government and the bureaucrats. Thus, the North-East Asian project is affected by the international relations and by the strategies of the domestic agents and the attitude of the government toward the energy sector. As for the perspective of the North-East Asian integration, a bias to the energy sector includes the double-edged effects. On the one hand, the energy sector may cause the Dutch disease and the instability in the industrial structure. On the other hand, the energy sector has a possibility to make the regional integration more stable. Although the strong hand of the Russian government is often regarded as a diminishing factor for democracy from the global standard, it may harmonize with the governments in the Asian countries, which have rich experiences of the industrial policy. Paradoxically speaking, the driving force for the regional integration is not a liberal market but a strong hand.
