With the dawning of 21^<st> Century immediately near at hand, Japanese economy is standing at a critical turning point. In all aspects of politics, economy, and society, drastic innovations are called for. The true essence of the IT-Revolution is not establishment and prosperity of IT industries, such as computer, software, and network service industries on the supply side. Instead, in true IT Revolution, what will be aimed at will be reviving the economy while making possible for people to be engaged in more humane activities. In the global economic environments in which we have come to live, we can communicate with each other with internet without being hindered by physical distances and limitations of physical movements as was true a few decades ago. Indeed, this heralds the arrival of the age where "corporations and people are free to choose their own mother lands." Powerful dynamism of the American economy after 1995 present a strong contrast with the American economy itself in the period from 1973 to 1995 and recent economic trends among other industrialized countries. Although information technologies per se can be utilized the world over, it has been possible for the American economy to achieve more results from the information technology compared to other economies. This can be explained by the more appropriate fiscal and financial policies taken by the American government, American systems that promote competition, financial and corporate culture that are not hindered by risks to be taken and so on. In the IT society, since results or final outputs of the economic activities can be expected to expand, the world would become all the more dependent on economies. Therefore, the society or economy could be changing greatly depending on active behaviors of individual subjects (corporations and individuals). This would make history important and individuals could be the critical factor for deciding the direction into which a society is headed. In this sense, in reality, the founders of IT corporations in the United Sates created the IT society with their own hands. In the IT society, the winners and losers are clearly demarcated but it could considered as a type of society where individuals could be realizing their dreams. Due to progress in telecommunications, globalization is in progress in our time where national borders do not exist in markets, competition, and technologies. Thus, global standards are needed which can be used by anybody as common standards. The global standards are needed for formation of international environments where everybody can be competing with each other under the same rules and conditions. Due to development in networks and databases, it would be possible for us to transmit information instantly via network that encompass the whole society and to access common databases and share information in common. In turn, with the networks and databases as the bases, organizations and work processes would be innovated to ones that are capable of actively utilizing them. The methods for realizing these are the "standardization" and "information technology" are the tools for this purpose. The utilization of information technologies is dependent on how the socio-economic system operates, which is the ecological system of the businesses. In comparison with the American economy, what is hindering introduction of IT in the Japanese economy is ecological system in Japanese business world, such as Japanese types of industrial structure, industrial organization, employment practices, management style, mentalities, and business culture. Therefore, it is essential for clear-cut arguments to be formulated concerning visions as to what type of socio-economic system we aim to accomplish, since IT in itself is a means and not the objective. We need to be looking at the major trends in the IT revolution first and then think about what would be the appearance and configuration of the new Japanese economy and think about what do with the socio-economic systems and business ecology in Japan. In other words, what would be most important for Japan would be, while creating the future images of Japan in the 21^<st> century, to establish the visions for it as quickly as possible and to steadily put them into practice.
