障害者自立支援法の問題点および財源的な課題についての考察

The aim of this thesis is to propose changing the new law regarding self-help support for the disabled.The government maintains that the previous law, approved in 2003, had to be changed due to financial considerations. I explain that the real intention of the government is to integrate the law for the disabled with the nursing care insurance law in order to decrease the financial support for the disabled. In pointing out this law's defects,I explain the difference between actual livings conditions of the disabled and the effects of self-help support law on the disabled. In particular I refer to the problem of the benefit principle fee. I explain that many disabled are sufferring as a result of the fee. Finally I propose to change the benefit principle fee to a fee system based on income,I also suggest some other alternative financial sources of goverment income.
