Reflecting on the disaster in the Kobe earthquake in 1995, the intensity of design ground motions was raised to what is termed "Level 2 shaking" with the peak acceleration on the order of 500-800gals. The concept of allowable permanent displacement was introduced in return. This principle has been adopted anew in the design practice in Japan. Another new concept that emerged recently is the use of what is called "Scenario earthquake motion". This motion could have a long duration lasting 2 to minutes. Since the displacement becomes intolerably large, this is a new challenge in the Geotechnics. This aspect is pointed out in this paper.
