This paper aims at clarifying the idea and character of the system in policy-making process through arrangement of the point of argument about which it argued by the time it was legislated from the suggestion stage of a policy about a school councilor system. Our country where, as for the school councilor system, foundation was proposed in 1998 in the Central Council for Education reply "the state of future district educational administration" it is the system which regarded the participation to school management of a guardian as the first local resident. As the method of research, the analysis framework of policy process was built and the analysis of the Central Council for Education minutes and the Diet Record with which it argued about foundation of a school councilor system from the set-up viewpoint was performed. The following points became clear as a result of the analysis. 1. The system ideas of the school councilor system in a policy suggestion stage were school participation of a local resident and a guardian and support of the principal to whom discretion is expanded. 2. The opinion of foundation of a decision-making organization was considered in the policy formation process first half of a school councilor system. 3.
