The theme of this study is making it possible to create life experience learning of children in actual situations of community systems supporting community education and collective community while having debates on what children's community education should be like based on the structure of the relationship between schools and community and between administration and community. And most important thing being how well 70's paradigm of community education can be changed. It is not too much to say that this change is due to how we form an independent community foundation which children's development is left to. There are two points to be considered for the changing the 70's paradigm of community education. First, not letting schools form a base of community education, second, understanding the change of unified structure of the administration and community especially the reason of the decline of the collective community.
