Throughout industrialized countries such as New Zealand and Japan the demand of medical services has shown a great increase lately as a result of aging and structural changes in the society. The author of this article had a chance to look at the medical systems in New Zealand and Australia during his study leave overseas. The author, with taking account of the structure of the social welfare system and econmic conditions underlying medical services, examines how public opinion in both countries reflects the legal issues involved in heart transplants. He further examines the cost-benefit aspect of medical services and legal regulation of medical practice.
