This paper investigates the lives and achievements of Japanese classical scholars (Kokugakusha) and poets (Kajin) in the late Edo through the Meiji period, especially focusing on one of the scholars, Sukemitsu Fukuda. In consequence of the transfer of the capital to Tokyo at the beginning of the Meiji period, Kyoto, the center of culture and learning for a thousand years., was on the wane. In such a social and historical context, the poets and scholars changed their lives and attitudes toward learning. I illustrate this by quoting a typical character, Sukemitsu Fukuda. I have ascertained that (1) Japanese classical literature (Kokugaku) and poetry (Waka), just like flower arrangement (Kado) and tea ceremony (Sado), became hereditary family learning; and that (2) because of transmission by heredity, these forms of learning became on the decline.
