From Euler's equation of motion for perfect fluid, the auther derives the fundamental field-equations of turbulent-flow corresponding to the electromagnetic equations. In the case of one dimensional turbulence, these equations accurately coincide with Maxwell's electromagnetic eguations, if the velocity of the main stream is replaced by light velocity. Therefore the character of turbulent particle can be derived by the well-known quantization method of the radiation field, as in the case of photon. Then from this particle is deduced the formula of turbulence-spectrum which corresponds to Planck's radiation formula modified to one dimension. The curve thus gained theoretically and the experimental reults by Taylor are shown in Fig. 1.
