This research analyzes several factors that affect the development and create the disparity in regional information systems across cities, towns and villages in Japan. The analysis was carried out by (1) calculating the synthetic indexes which show the level of regional information in cities, towns and villages in Kumamoto Prefecture, and (2) analyzing the social economic indexes (27 in all) which influence the development of regional information. Three synthetic indexes are devised with the principal component analysis: the qualitative scale of the social economy, the quantitative scale of the social economy, and the natural living environment. The multivariate analysis reveals the following contributory factors in the development of regional information systems: a difference in the social economic scale, the existence of circumference industry which can support regional information, and the level of political support for it. Disparity in regional information is expanding because the economic scale is narrow and there is little circumference industry in handicapped areas such as depopulated areas. The disparity in regional information, however, is less in areas where there is political support. The main conditions for development are: (1) an ability and creativity in the information use, (2) the infrastructure of the telecommunication, and (3) the existence of circumference industry which can support regional information systems.
