"Hollowing out" implies "a decline in domestic production, investment and employment opportunities due to the transfer to foreign countries of production facilities by domestic manufacturers." As a result, the relative importance of low-productivity, nonmanufacturing industries will intensify on the domestic scene--a development that could be described as anything but enviable. Although having briefly surfaced as a problem in the wake of the yen's appreciation following the 1985 Plaza Accord, the hollowing out of Japan's domestic industry has once again come to be viewed as a source of major concern owing to the recent spate of "the strong yen." Nonetheless--and this is the point that warrants attention--a close study of the available information shows that Japanese business groups are split roughly in half when it comes to the question of whether a strong yen should be seen as a blessing or as a stigma. In other words, the important thing is not to dramatize the strong yen by merely singling it out as the "culprit behind the hollowing-out phenomenon" but to see it as offering an excellent opportunity to enhance the structure of Japan's economy--and to take positive actions toward that end. As a consequence of: (1) a relative deteriorating of its competitive prowess in the world markets due to higher personnel expenditures triggered by the appreciated yen, and (2) a structural shift toward software-oriented industries, the Japanese economy is moving in a direction that will inevitably witness a contracting of its existing industries, and this increasingly is calling for the creating of venture businesses that can utilize the resultant excess labor.
