China has a large population of workers engaged in the service economy in small cities and towns. This study examines the present circumstances and significance of this work-force. The number of small cities in China is growing, and the proportion of service-sector workers, which is of course considerable in large cities, is also high in small cities. A look at the tertiary-industry work-force in rural villages reveals that the number of independent business operators in the service sector is on the upswing. It is noteworthy that rural areas have such a relatively large concentration of service-sector workers. While not everyone would agree, it appears that development strategies that focus on the growth of small cities, towns, and rural villages in China, as opposed to policies that give priority to large cities, are seen as being significant in their own right. One striking feature of the development of the service sector is the activities of residents' committees in "autonomous" structures among the masses at the base of society and the role they play. Herein can be glimpsed the potential development of municipal service economies in the future.
