While Japan has a basically market-based economic system, the government has been, and is, effectively bringing its influence to act upon the private sector through the formulation and implementation of economic programs. Historically, each such program had its own policy objectives responding to the needs of the times and proposed means to achieve the ends. Obviously, Japanese programs are indicative, instead of imperative, plans and, accordingly, the means are not always very specific. However, the so-called announcement effect can be appreciated as being well at work. This means that the supply of information (informing the private sector of the government's own policy stance) has become effective. During the period of high economic growth, most of the programs' targets were overachieved, but since the growth began to slow down in 1975, the targets have often failed to be attained. The target-achievement gap has narrowed down in more recent years. In an overall evaluation taking account of this aspect as well, the economic programs may be seen as having achieved unintended policy effects. The fact that most of the Cabinets in the past proposed economic programs as their public commitments suggests that adjustments have been made with relative flexibility. Although these economic programs are medium-term schemers of usually five years in duration, their revisions at shorter intervals mean that the economic situation has so significantly varied. One contributing factor is that the reins of government have been handed over within the conservative party and the policy stance has accordingly been consistent on the whole. Since a program is a framework in which policies are implemented in an integrated way and in a long-term perspective, it requires coordination and the adjustment of conflicts. It can also be appreciated that the process and techniques of program formulation and the utilization of models have been effective enough to make such coordination and adjustment possible. In the formulating process, in particular, alternatives are proposed to make possible the achievement of national consensus while adjusting conflicting interests. This deserves especially high evaluation among the roles the economic planning have played.
