• The term "Government Administration for Business" as used here refers to the trinity of subjects, which include in the first place the curriculum being developed in American colleges, in the second place subjects concerned with methodology such as the systems approach or management approach which allow joint access to administrative organs and enterprises, and finally government, business & communities seen as constituents of Urban Management as are being developed particularly today in connection with Public Management. What I would like to discuss is Government and Business mentioned first. I would like to discuss it with special reference to the authoritative book entitled "Politics and Markets" by Prof. Lindblom of Yale University. Prof. Lindblom is strongly conscious of the existing systems of capitalism and socialism, and considers their government and market systems in an extremely macro-dynamic manner. Comparisons between the USSR (the East) and the USA (the West) are always in his mind and he is always seeking better results for the West. In this sense, this particular book is one which not only treats the institutional and functional aspects of Administration and Enterprises, but critically compares the existing systems of the two camps. One critic says that this book is the most authoritative book ever written by a political scientist about politics and economics in the 20th century. Truely, it is a book which deals with a theme that is as far-reaching as those of Adam Smith or Karl Marx. With respect to the politico-economic mechanism, Prof. Lindblom says that the Eastern countries including the USSR exercise authority while the Western countries place emphasis on exchange and markets. He would like to suggest that the social system of persuasion and agreement be established in the Eastern countries although he admits that the definition of "persuasion and agreement" is not at all easy. Prof. Lindblom states that the important thing for each country is to establish a politico-economic system in which its people can expect future development, and that in such a system the problems of crime, poverty, war, unemployment, population, energy, environmental pollution, etc. must be solved.
