This paper examines a range of historical and location factors thatdetermine the quality of public school education in post-apartheid SouthAfrica. Empirical analysis shows that population groups are still spatiallysegregated due to the legacy of apartheid, and given schoolquality is positively correlated with school fees, quality education isconcentrated in formerly white, coloured and Indian schools in areaswhere the majority is non-African. Even after the abolishment ofapartheid, the imperfect credit market has prevented Africans frommoving into well-off residential areas where they could access qualityeducation. Historical factors, however, are less important in metropolitanareas where the inflow of population is large. To address thisimbalance, financial support to disadvantaged locales and schoolsshould be strengthened.
