Creating industries with export competitiveness as well as fostering privatization and enterprise restructuring are the most important tasks for Romania, as the country has recorded huge trade deficits since 1990. For that purpose the Ministry of Industry (today's Ministry of Industry and Resources) of Romania has drawn up several strategic programs as industrial policies. The programs, however, have been unrealistic and unfeasible. Following the criticism, the Iliescu-Nastase government, that took office at the end of 1999, drew up new industrial policies in 2001 and 2002 to foster competitiveness and to accelerate accession to the European Union. We will find that these industrial policies are still mere collections of voices from industrial sectors for support, although they are superior to their predecessors in several points. Even greater efforts by Romania itself and more support from the international community are necessary to improve the ability of the Romanian government to draw up and enforce the industrial policy.
