Some studies have noted that the first European styled tailor's shop by a Japanese appeared at the Ginza about in 1882. But during the early part of the Meiji Era (in the 1870's), some English and German tailors staying in the foreign settlement had already taught the Japanese the techniques of tailoring. Those who learned from them, K. Okura, I. Morimura, and K. Nishimura had opened tailor's shops at the Ginza before 1877. In 1886, that is, during the Rokumeikan period, tailors in Tokyo established a cooperative organization called "Tokyo Yofuku Shokogyo Kumiai", and the members increased from 300 to 700 only in two years. This organization took a firm base in improving the techniques of tailoring. The history of this organization will help to explain the significance of Rokumeikan period in the history of Japanese clothes.
