The final goal of this study is to design and develop a practice model for a child rearing support service information system which is easily accessible to all people. The method this research incorporates is 'Modified-Design and Development (M-D&D)' (Shibano, 2002), which supports evidence-based practice. M-D&D consists of four phases in its process and facilitates the development of a social work practice model in incremental steps. This current research falls on the first phase; the phase for assessing and specifying needs and problems about child rearing service information. The aim of this study is to find out the facts which have an influence on the method and the contents of parents' information needs related to their attributes. The findings are as follows: 1) there are differences of recognition about the child rearing service information when the information givers are distinct from the functional department. 2) the utilization rate and the amount of child rearing service information utilized is related to some attributes. These findings are an important base for developing a practice model in the next phase.
