After World War II, Japanese capitalism pursued the course of heavy and chemical industries under a double bind, that is to say accomplishment of a role under the American Cold War System and conquest of backward charachteristics of Japanese prewar capitalism centering on light industries, thus creating preconditions of high-growth economy. Japanese capitalism passed through high-growth economy twice, and established the section producing means of production and one producing consumer goods which included durable consumer ones, thus achieving overwhelming international competive power. However, Japanese capitalism had structural limitations namely that it could not but be dependent on outside markets, mainly the USA, on government spending such as public works projects etc., and on plant and equipment investment of private enterprises on the demand side, while it established a reproduction structure. The conditions supporting Japanese postwar capitalism greatly changed due to many pressures placed on Japan by the USA in the last process of breaking up of the American Cold War System after the Plaza Agreement that came into being in 1985 under circumstances of the economic decline of the USA. The Japanese economy underwent the bubble growth period after the high-yen repression and the collapse, and then fall into the long and great depression. Japanese capitalism entered a critical phase. On the production and employment side, big businesses have been multinationalising through transfering many production bases to overseas countries in as East Asia and so on, while medium and small businesses have been declining, and industries and employment has been hollowing out in the country. At present it is said that the Japanese economy is in the business recovery period. This is true of big businesses centering on ones multinationalising. However, the real state of affairs is that the former is polarised with medium and small businesses/regions/general people/workers in a severe situation. This paper is a preparatory study note for inquiring into the structure and movement of the present stage of Japanese capitalism confronted with a turning point while examining the course of Japanese postwar capitalism.
