One of the hottest points in the world economy today is the US-Mexico border area. There are so-called "Maquiladora" bonded plants, where electronics, automobile parts, etc. are assembled by MNCs' subsidiaries for export to NAFTA area. The electronics industry is the biggest in scale, and specifically color television assembly is the main operation in the area. Most of Japanese television plants are located in Tijuana, Baja California. This article is centered to the research of location advantages of Japanese plants in Tijuana. Tijuana has advantages in proximity to the US market, convenience of importing components from Asia, and effectiveness of twin city operation with San Diego where marketing, logistics, R&D and administrative functions are carried on. Maquiladora program is scheduled to expire in January 2001 due to the commitment with NAFTA. However, Mexican government will offer new incentives, and together with other transborder location advantages, the border area will remain competitive. To comply with NAFTA's local-content requirements many Japanese as well as Korean components suppliers are now located in Tijuana area and composed an 'industrial cluster'. NAFTA will be expanded to FTAA (Free Trade Agreement of Americas) in the future and Mexico's free trade agreement with EU and MERCOSUR are also expected. Then, the strategic position of the border area will be hightened. Therefore, even after the expiry of Maquiladora program, Japanese TV plants will remain in the border area.
