Following the Mexican external debt crisis of 1994-95, at the height of the East Asia currency crisis of 1997-98 the signs grew increasingly clear that the countries of Asia shared vested interests in realizing financial stability, in tandem with a renewed appreciation of the critical need for the monetary authorities in that region to redouble their currency cooperation in working to prevent any repetition of currency and financial crises. This currency cooperation now extends to information exchanges and regional economic surveillance with the aim of establishing numerous regional financial agreements, as well as to active cooperation in the foreign exchange rate polices. Since 2000, the ASEAN Swap Arrangement expanded between the ASEAN countries and the ASEAN + 3 nations (Japan, China, and Korea), with a financing scheme established and various other regional financial agreements set up to complement the existing international monetary system. Emerging of late, meanwhile, is the "East Asian Community" concept, which seeks to promote integration in the fields of trade, investment and security with the focus on ASEAN + 3, with studies also being advanced on foreign exchange policy cooperation among the countries of East Asia. Reflecting on these developments, this paper addresses the following areas. First, taking the various background factors into consideration, we research the factors that have acted to promote the said currency and financial cooperation in East Asia. Second, we examine the conditions and the characteristics of the currency and financial cooperation arrangements achieved in the region to date. Third, we report on the role played by Japan in the East Asian currency and financial cooperation under the existing International Monetary Fund system (including the globalization of the yen), and the significance of that Japanese role. Finally, as our conclusion, we ponder the issue of how to correctly view the currency and financial cooperation and the "East Asian regionalism" currently being advanced with the focus on the ASEAX + 3 countries as one pattern of regionalism - a trend coming to pass within the swift emergence of a neo-liberal globalization and financial globalization in particular.
