Over the past two to three decades, many countries around the developing world have been confronted with a variety of rural resource management issues, such as deforestation, land-use conflicts, widespread poverty among upland communities, and environmental degradation. To address these issues, government agencies have been experimenting with a new style of resource management characterized by partnerships between government agencies and local communities. This research note attempts, through a review of relevant literature, to (a) discuss alternative approaches to rural resource management; (b) analyze the concept of rural resources with a focus on their renewablity; (c) review the environmental trends in relation to the development policies employed by Southeast Asian countries; (d) consider the role of local commons in ensuring livelihood security, equitable access to rural resources and conflict management, cooperative mode of production, and environmental protection; and finally (e) discuss the need for and the issues involved in forging government-local community partnerships for rural resource management.
