In this paper, we study the strategy of industrial waste disposal to clarify the impact of illegal dumping measures on use of information technology. First, we examine the status quo of industrial waste disposal and find that the amount of industrial waste keep a level of four hundred millions tons in the last ten years, and illegal dumping occur frequently in Japan. Second, we examine a computerized manifest system (CMS=JWNET) created by Japan industrial waste technology center, and find that CMS has two problems. The first is that CMS had a low spread rate. The second is that CMS is failed on illegal dumping prevention. Finally, we suggest an industry waste management system (WIMS) on use of information technology to introduce (1) an industry crossing standardization system, (2) a user support system,(3) a customer relationship management system that are based on law revision. As a result, we find that the IWMS realize effectiveness with respect to an increase in spread rate of computerized manifest system, and an early detection, spread prevention of illegal dumping. In conclusion, the IWMS on use of information technology enable us to reduce illegal dumping.
