This paper reports the results of the author's study of a group of students who had 3 years of a skill-based English program offered at their elementary schools in comparison with two groups of students who did not. The results from the 3-year study suggest that the students with the experience have better chances of success overall in their English study at junior high school than those without. Positive effects are observed in English skills as well as in psychological aspects of learning and communication. The paper begins with a short introduction in section 1, followed by a brief description in section 2 of the skill-based English program that has been offered at two elementary schools in Iwaki District of Yuri-honjo City in Akita Prefecture since 2000. The purpose and methods of the current study are discussed in section 3. Section 4 describes and analyzes what the Iwaki Junior High students generally can and can't do well in terms of English skills, referring to classroom episodes and scores of an exam. Section 5 describes a few positive psychological dispositions toward leaning and communication that the students exhibit in the classroom. Section 6 discusses remaining issues of the study, and the paper ends with concluding remarks in section 7.
