Advanced European countries began to debate the 'crisis of welfare state' or the 'end of welfare state' earnestly in 1970's〜1980's due to a world-wide depression started from oil shock of 1973. But Japanese government declared the 'first year of welfare state' and stood for 'building of welfare state' from 1973. But, Japan also turned to the 'realizati on of welfare society' from the 'welfare state' since the middle of 1970's, and tried to formulate into the distinct form of 'Japanese Welfare Society' with the start of the 2nd RINCHO (The Second Limited Administrative Reform Council) in 1981. Korean welfare policy was underdeveloped until 1997. Korea was confronted with a financial crisis, and received a relief fund from IMF in 1997. The Korean government reinforced the welfare policy as the countermove to the social crisis caused by the financial crisis. It is called the 'Productive Welfare'. This paper compares 'Japanese Welfare Society' with the 'Productive Welfare' of Korea, and intends to compare the substances of these welfare policy models. Nevertheless, both of welfare policy models claim that they stand for Welfare Pluralism, but they are rested on the Neo-Liberalism, in fact. From these points of view, this paper examines (1) the differences of welfare state and welfare society, and also compares Welfare Pluralism and Neo-Liberalism, (2) the process and contents of welfare reform in Japan and Korea, (3) Social Expenditure Data, (4) the participation of voluntary sector in social welfare service of two states.
