As a part of my research on "The U.S. -Japan Alliance and Military High Technology", this study will focus on a rise of dual-use technology vis-a-vis military technology. The analysis will compare and evaluate the potentials of spin-on and spin-off effects in the context of growing significance of electronic battlefield and system integration. This work will also examine why the U.S. private manufacturing sector could not compete with the Japanese counterpart in the field of dual-use technologies in 1980s, with emphasis on the implications to the current and future U.S. and Japanese defense industrial capabilities. (This article is a part of study originally presented at the Northeast International Studies Association conference in Philadelphia, November 14-16, 1991)
