This paper attempts to 1) examine an emerging paradigm in ESL/EFL teacher education programs: "training" and "development," and 2) draw some implications from the exploration into the two perspectives, for the purpose of developing a pedagogical foundation for the course designing and implementation of Methodology for English Education. The literature review in the first section points ultimately to the process view of language teacher education as found succinctly in Freeman's (1989:28) description of language teaching as "a process of decision making based on the constituents of knowledge, skills, attitude, and awareness." Although a great number of qualitative and characteristic differences can be readily pointed out between ESOL/EFL teacher education abroad and Methodology for English Education in Japan, the philosophy and principles underlying them should be shared largely in essence and in common in view of their same involvement in language teacher education. In the second section, accordingly, a discussion goes on as to how the perspectives of "training" and "development" seen as part of continuum could/should be dealt with in the manageable integration of them in the course construction and implementation of Methodology for English Education and what factors/variables would influence the decision-making process of teaching the course.
