This paper reports on a questionnaire-based survey that investigated the student (first-year to fifth-year students, N=770) and faculty (N=63) beliefs about learning and teaching English at Yatsushiro Kosen, a technical college in Japan. The questionnaire was administered to them, asking which of the language skills (e. g., reading, speaking, and listening plus speaking) and which specific language functions (e. g., writing a letter and e-mail) are essential in students' English learning. The results show that 54% of the students preferred learning a combination of listening plus speaking, whereas the faculty's highest ratio (27%) held reading to be essential. In addition, a large number of students felt it is critical to master three of the four skills (reading, listening and speaking) for the sake of their future vocations, while many fifth-year students, the eldest group, also believed it necessary to master listening and speaking skills for academic presentations in particular. On the other hand, 90% of the faculty believed the skill of reading is a requirement for both academic and vocational purposes.
