We have surveyed the origins of Japanese and Basque, both of which are isolated languages, on the basis of the culture-oriented approach proposed by Nakamoto. What is peculiar in his theory is that he does not approve of language flow, that is, its coming down from the north or going up from the south to the Japanese Archipelago. Instead, he assumes that a language of strong culture spreads outward, expelling a language of weak culture. Therefore, languages in the outskirts of a strong culture may be remnants of the ancient substratum language. In the case of Japanese, we can attribute the background of two strata to its growth: the ancient Asian substratum and the new superstratum of the Chinese culture. When the same standpoint is applied to the Basque language in relation to human evolution, it is concluded that Basque is a remnant of the Dene-Caucasian stratum, which is also a remnant of the Eurasian substratum.
