Under the agreements reached at the 3rd, 7th and 9th sessions of the Conference of Parties of the UN Framework Convention on Climate Change, industrialized countries will be able to meet a part of their GHGs emission reduction commitments under the Kyoto Protocol by funding afforestation and reforestation (AR) projects in developing countries through the Clean Development Mechanism (CDM). Large-scale industrial plantations, which may not contribute to enhancing local livelihoods, are most likely to dominate under the CDM-AR. This paper attempts to : (a) review environmental and social risks associated with industrial plantations, (b) analyze the emerging trends in the paradigm shift of forest management in developing countries, and (c) identify alternative CDM-forestry projects which are compatible with local livelihood improvement strategies.
