The purpose of this paper is to clarify residential environment of a central urban area and settlement factors of the elderly living there. The central urban area has been hollowing out in Toyohashi city. However, that place is good residential environment for the elderly who cannot use a car freely so that supermarkets and hospitals are left in a foot range still more there. It became the opportunity when the elderly lived in the central urban area that their father or husband has moved into from peripheral areas in order to begin business. And the elderly continues living there because factors about a house, a family, an occupation and residential environment have had an influence on them.
