Since its sestablishment, the EU has maintained and deepened its economic relations with non-member states or regions by concluding trade agreements or providing economic assistance. The EU's policy to stimulate its external trade can be divided into three approaches : the first, establishing bilateral trade agreements with third countries individually ; the second, making bridges between the EU and other economic integrations ; the third, liberalizing trade regimes through international organizations, like the World Trade Organization. However, until recently, the EU seems to have put more emphasis on the second approach, as it has agreed to establish free trade areas with NAFTA, AFTA, MERCOSUR and so on. Furthermore, in 2000 it has signed the Cotonou Agreement with many developing countries in the African, Caribbean and Pacific regions, which encourages free trade zones within developing countries in the ACP area and at the same time brings about the economic integration between the EU and the above-mentioned free trade zones in the ACP area. As a result of these deepened economic ties not only with advanced but also with developing countries, the EU will form its own free trade area with at most 120 countries by 2030. In such an economic environment, the role of the WTO could be undermined and it seems possible that Japan will be isolated from the EU-related economic integration.
