This article discusses the possibility of the new type of social welfare system, that is "Community Development", and of how environmental problems can come to the settlement in local communities. The rapid progress of industrialization and urbanization in Japan has weakened the nexus among people in their communities, and the communal faculty for social welfare because forms of families, local communities, workplaces have been transformed. These factors require the traditional social welfare system to cover various support that has maintained in the intimate sphere, which produces the task of Community Development based on local communities. Community Development differs from the traditional social welfare system for the local community and resident. Community Development consists of local communities and residents as "the subject", and cooperates with the local government to meet various welfare demands. But the concept and contents of Community Development vary subtly among scholars who study them since 1970s. Then, contents of Community Development common among scholars on different standpoints are composed of (1) the community-care at home, (2) the preparation of appropriate environment for people who need support, (3) the activity for organizing people or community into community-care services. Now, we are confronted with the problem of how we can help Pollution victims live "a normal life", which means the practice of "Normalization". Then we think Community Development will be applicable to that normalization so that it will be able to provide a new framework of helping people with latent need for social support. These efforts will be, at the time, connected with the materialization of "Environmental Regeneration".
