Now, the construction plan of the Kawabe-gawa dam is recommended on the Kawabe river which is the branch of the Kuma river of Kumamoto Prefecture. This dam construction project is in the state in which construction work can be started if the procedure which extinguishes the fishing right of the Kuma river fisherman's association is completed. However, while this dam was advancing procedure towards starting construction, economic conditions of Japan changed a lot. Therefore, there arose a big question in the construction purpose and the voice of the irony the "non-purpose dam" has also come out of this dam. I want to examine what meaning the fishing right system which has prevented starting construction of this dam has under the present economic conditions in this paper.
