There have been many papers on the safety of artificial colours (especially Tar-Dyes) but none to clarify why they have been used for food in Japan and what social background made their use legislate against. Moreover, it has been unknown the reason why the rules did not regulate that Tar-Dyes were used for food except soft drinks. To make clear these points gives a clue to significance of existence of artificial colours. The purpose of this paper is to explain these points by the historical circumstances from the Meiji era on. Tar-Dyes have been used for the benefit of the enterprise, not for that of the public, namely, for exciting consumers' interest, in particular, selling confectionery and soft drinks to children. It is my suggestion that the reasons why the use of Tar-Dyes was legislated for food except soft drinks were soft drinks themselves' characters and to try to develop the industries, that is to say, to bring up the Dye-Industry which was directly connected with the production of chemical weapons.
