The revised edition of the Japanese ministerial "Course of Study" for English in high schools was adopted in spring 2003. OC (Oral Communication) levels A, B, and C were integrated into a new system designated as OC-I and OC-II. It would seem beneficial to examine what contemporary high school students in Japan think about the new OC system. According to previous studies, the teaching and learning of the former system (OC - A, B, C) was not considered to be very successful. The purpose of the present study is to investigate the OC situation in high schools today by means of an analysis of questionnaires returned by students and to see how these findings can be applied to current classroom teaching. The results of this study bring out the following two points: 1.) The revised Course of Study has integrated the four basic English skills (Listening, Speaking, Reading and Writing) with a focus on Listening and Speaking skills. 2.) The returned questionnaires show that contemporary high school students do not believe that the new system is very effective. It might be considered desirable to consolidate fundamental English skills for Japanese students by revising a textbook such as the integrated "English I - IV" in which all four basic skills are emphasized. It is important to continue this research in order to discover whether the new OC-I and OC-II system is effective or not. Such findings would contribute to improving the communicative proficiency of Japanese high school students.
